Are Univ Utah and Univ of Wisconsin roughly in the same tier academically?

I am a Notre dame parent but Wisconsin’s graduate school is quite infuriatingly good. It’s just frustrating that their graduate school and stem is better than ND, despite consistently snubbing ND and having a poorer student body.

High stats kids apply to Wisconsin as a safety. Wisconsin is still a great school. The stats and rankings do not impact the education experience.
