Appeals process- DCC

I honestly don't understand why some people on this thread are so baffled. The DCC has an enrollment process. MCPS thoroughly explains the enrollment process. And MCPS has an interest in not rewarding people who are trying to evade the enrollment process.

You mean mcps has a huge interest in punishing people that need to move. Everything is about mcps? No.
This is why mcps gets sued so much.

People move. Kids go to home school.

It's really about getting a clear sense of each school's enrollment for the upcoming year. They need to know this by the spring so they can allocate the right numbers of teachers and other staff, hire new people, figure out class offerings and schedules, etc. That's why the choice process rounds happen when they do.

Officially, you must go to the school your were assigned to for that year. You may apply in Jan-Feb for Change of Choice for the *following year.* If you moved within Blair boundaries you will be approved.

You may file an appeal (or two) at any time to change schools, and it will be up to the Consortia say yes/no. Not the registrar, not the principal. It is not automatic until the following year.

Have you ever seen someone unenroll then reenroll to change schools (and it working)?

I’m a teacher in MCPS and I just wanted to boost this excellent explanation. Several different posters have explained the DCC process, which is NOT the same as other non-consortium schools. I can also confirm that students who unenroll and then re-enroll will still have their original student ID and associated records. I have kids in HS who unenrolled after elementary and then re-enrolled 3 or 4 years later for HS, and still have the details from ES time (like MAP scores) in their records.

How long will you unenroll for? 3 weeks? That is going to look weird. Especially since schools are not in session now. Is your child going into 9th grade? Why not just do 9th at your assigned school and then apply for a transfer for next year. One year at any of the DCC schools should be completely fine and your child might unexpectedly end up liking the assigned school.

Did you read the original post? OP said that their kid was going into 10th grade.

Even so, one year at a school other than Blair is not the biggest deal. Not ideal to have to switch again but not terrible.

Who makes the decision? Is there a Consortia committee? Who is on it?

switching schools halfway through high school is a bad idea.. if op doesn’t switch their kid this year, there’s basically no point of switching at all

Could you plead transport woes given your new address? Or family circumstances? I can think of reasons why families couldn't do a longer commute (are you guaranteed a bus from your new address?) or would need to be home faster (e.g., younger sibs to watch).

The DCCAPS office makes the decision.

Transportation and childcare problems aren’t considered unique hardships because large amounts of families experience those problems.

Op here, they won’t let me plead anything or submit any appeals because my first one was already rejected and the 15 day deadline passed. I don’t know how else to send my daughter to Blair this year because of this so any help would be appreciated thanks

Anonymous wrote:Hi, OP here, I just wanted to get back on topic and ask if anyone has successfully unenrolled then reenrolled their child in an mcps/dcc school. If so, I’d really appreciate if you could help me through the process. When I unenroll my child, do I say she’s going to private school? Do I have to provide the school name? I’m just feeling really confused here. Thanks

OP, if you were talking to me about this at a party, I would ask: what do you plan to do if this doesn't work?

How would it not work? What could happen?

You unenroll your child.
MCPS says ok.
You try to reenroll your child at Blair.
MCPS says no, that's not how it works, your child will be enrolled at the previously-assigned DCC school (not Blair).

Then what would you do?

Also, how long would your child be unenrolled, and what will your child do for school during that time?

If the previously assigned DCC school wasn’t their base school (before they moved) then I doubt they’d be automatically assigned there.

OP, it may not be possible for you to send your daughter to Blair this year. So what's your Plan B?

OP I want to say how sorry I am this is happening. I don't have advice but just really feel for you and your DD.
