Op needs to speak to the Blair HS principal. It is unlikely she is going to get a COSA unless the bullying was well-documented AND attempts to address it failed last year at Northwood.

Change of School Assignment - it's the general form for going to a school other than the one your home is zoned for. In the DCC it's a Change of Choice because of the way the DCC operates.

4500 COSA requests for MCPS, not for the DCC.

COSA is a different form from Change of Choice. Make sure you fill out the correct one.

I have. The people at the consortium choice office (the people in charge of enrollment/transfers/etc) told me that since I'm requesting a change within the DCC, that I would ave to wait until January for the change of choice process. I don't understand why they're making it so complicated, especially because Blair is my home school, but nonetheless I'm just confused what my next steps have to be to ensure she goes there for the next school year.


I think they're right, though. Since she is already enrolled as a student at a DCC high school, there is a once-a-year process for requesting a transfer to another DCC school.

Makes no sense. Typical MCPS which is why they need outside advocate to cut through the MCPS bs.

It makes plenty of sense when there are hundreds of people trying to game the system like OP is.


Seriously? There are hundreds of people who actually moved so their kid can go to their preferred school after a COSA is rejected? I doubt that. Most people are not that persistent.

+1. I have lived in the Einstein cluster for well over 20 years and had a kid go through Blair HS. I have literally heard of no one selling a home in one part of the DCC to buy a home zoned for Blair just so their kids can go to HS there. I'm sure it happens, but I do not think it is common.
