I used to edit history textbooks in grad school. There is at least one Asian language where "promulgate" must be the most direct translation of some legal concept, and many of our authors were first language speakers of languages like Korean, Japanese, and Chinese. There was so much promulgation all over the place, and it really was just what the authors meant.

I don't associate the word with negative things, I just really dislike it. To me, it's the F word. The other F word is okay.

Karen, though I suspect I'm not alone here. I'm really annoyed at the way Karen went from being a term to criticize white middle-aged women who were really mean to service workers to criticizing all white (and maybe women of other races) middle-aged women for doing nothing objectionable.
