There is at least one Asian language where "promulgate" must be the most direct translation of some legal concept, and many of our authors were first language speakers of languages like Korean, Japanese, and Chinese. There was so much promulgation all over the place, and it really was just what the authors meant.


Surely not! Have you ever seen an animal milked? I'm not talked machine milking. I'm talking grasping teats with your hands and squeezing in a rolling, downward motion. Ita pretty specific image and not one I'd associate with most Asians unless they're yak herders.
