Fredericksburg is outside normal commuting distance to DC. Why were all these people on the road during a snowstorm?

Of the people in my husband's group (all must work in person, contractors and employees):
1 car accident
1 can't get out due to downed trees
1 waited for non-existant shuttle service
1 doesn't have public transportation available
1 stuck in traffic

It was a totally absurd call by OPM

Coworker of martyrs here. I'm burning a day of annual leave. Other than a teammate who lives in Fredericksburg and commutes up 95, who I am sure must have called out today, I have no idea what others on my team chose to do. I half expect to show up tomorrow and hear that the Fredericksburg commuter spent 3-4 hours each way today taking back roads just to prove dedication to the cause.

It's not even dedication. If someone doesn't show they get charged a whole day of leave vs 3 hours. Someone I know has almost 0 leave left due to childcare illnesses and quarantines. Really it's forcing some people in regardless or not of it being safe.

My father was a career CIA worker and he came in from Fredericksburg everyday '88 -'01. There were at least a couple dozen other agency employees that did likewise.
