No, the dress could be tailored to fit her well but it needs to be at least one size larger accommodate her bust and hips. The dress she has one is too small and the seam allowances insufficient to let out enough to fit her properly. But, while it could be tailored to fit, it's still not likely to look good. Someone with a bust that disproportionate to the rest of her figure isn't usually flattered by the neckline the dress has and the material is too shiny and her foundation garments don't fit. So much wrong with the look.

NP. This is not a dress I would alter. You go a size big, the armholes will be too big, the fabric is silk, but of the thinest variety. It's unlined. The seams are overlocked. It's a one-off party dress for a teen.
