It happened at 2:35 a.m. What was he doing walking around outside at that hour? I wouldn't even walk around my safe suburban neighborhood at that hour unless my dog is sick and I have to take her out.

No city is 100% safe in the wee hours of the morning. Too many strange folks roaming about.
