Any "understanding" or "agreement" between two clubs that are to their benefit within the the structure of the league would be collusion. If the affect of the "understanding" was to either limit parent/player choice or to negatively affect the competitive nature of other local clubs, yes, that would be collusion. If ECNL admits Arlington they are well aware of the proximity of BRYC, McLean and Arlington. The clubs are expected to run their league affairs in accordance to the league rules and not add any "understandings". |
