As for Rose Cholmondeley, was she invited because her husband was there? Is there a protocol that requires his attendance at these state events?

Sarah Vine, a Daily Mail (the "Fail") columnist. She wrote an article about Meghan and used the word "niggling," and was criticized for it as suggestive of something racial. Her husband is an MP, Michael Gove.

Yes, he's the Lord Chamberlain. He enters formal processions in front of the Queen, holding something (maybe a scepter?).

He's the Lord Great Chamberlain (different position) and holds a white "staff of office".

DP here:
Sarah Vine is the "woman in black". The OP inquired as to who the woman is and the PP answered the question.

Is Catherine walking in with Steve Mnuchin? If you can be nice to your husband's side piece, I guess you can look charmed by SM.

Sarah Vine is more well known for hating Kate. Interesting that William's romantic partner chose to walk in with her. I'm thinking this Rose is stating she has thorns.

Rose came prepared. No wedding ring and one come-hither looking dress. I'm getting Camilla-Diana vibes all over again.

How “come-hither” can you look when you’re pregnant? She probably took off the ring because her fingers got swollen.
