DC does not manage WMATA.

DC does manage Circulator buses and CaBi (through contracts), both of which work well.

Really,? The enrollment numbers for DCPS and their charters are up, not down. On a different note, why do you care so much about the operations of DC. It's obvious you don't live in the city. Why the faux concern?
