Busy body friend who gives aggressive advice? How to handle?

That’s not necessarily how conversations work. It’s more like

Busy body: Hi Beth, how’re you?
Beth: I’m ok, just working with my contractor who’s running behind schedule. Annoying, right? (Meant casually). How’re you,BB?
Bb: what? You need to tell him to get his act together or you’ll sue him!! I had a contractor who was 6 months behind schedule and I sent him a lawyer letter, blah blah. You MUST do that!!’
