Isn't there some bogus form on some website? Maybe it was the HS's homepages? Can you send in complaints from a non-school email address to whatever email address you send in complaints? The whole if you see something say something doesn't work if teachers and staff are going to be ousted. It's an issue at some many levels. Whoever is collecting information is so concerned about who said what instead of realizing that if there are complaints about same issue, maybe focus should be on that issue instead of on who is complaining
