If you wanted to legally and safely annoy an apartment neighbor,

A lot of apartment buildings don’t allow anything in the hallways due to fire codes. OP could be the one who gets into trouble if they do that.

Nothing that could provide a noise complaint or could justifiably be called a nuisance. Just stuff that would be irritating/make you want to move.

What political affiliation is the neighbor? Donate $5 to the opposing candidate's campaign in the neighbor's name, address, phone number, etc. They will never be left alone for as long as they live.

Record yourself coughing then play it on loop anytime you're out of thehouse.

Aah…life in the good ole USA! Where being an annoying neighbor gets you shot!

Why don’t you move instead?

They don't like me, and it is rooted in prejudice. They say nasty things about me to all our neighbors and never speak to me and glare at me whenever I see them. It makes me uncomfortable but there is nothing they have technically done to me. But I'd like to make it unpleasant for them to live there until they move. There are several reasons why they probably don't like living here, I'd just like to help them along and hopefully get a neighbor there who is less hostile towards me. They make me uneasy.

So now you want to give them justifiable reasons not to like you? OP you don’t sound particularly bright.

I think OP sounds mentally ill.

I think OP is a man who is angry that an older, female, unattractive to him, neighbor is living her life not in awe of an aspect of his lifestyle or his existence.

Make scritchscratching sounds on various parts of the wall at various times, esp at night . Tell your neighbor to be sure to clean their apartment and not to leave any food on their counters since you think there’s a mouse problem.

Try to convert them to your christian denomination whenever you see them.

Two words: bed bugs

1) That's often a single, compound word.

2) Bedbugs would bite OP herself or himself in the a$$, too (as well as everyplace else on his/her body).

I think OP sounds like a sociopath.

"They don't like me, and it is rooted in prejudice." How do you know this????

OP does not know this. In fact, OP may be paranoid and it could turn out these neighbors might not have any opinion about OP at all.

Of course, the harassment OP is contemplating would certainly give them a negative opinion of OP. But that would be entirely deserved.

+1. Actually this is very astute, and very possible.

Neighbors that talk to me too much and try to butt into my personal business make me want to move. Stop them in the hallway whenever you see them and talk too much and ask a lot of questions, especially rude ones like, "Was all that noise last night coming from your apartment?" and "Is that your car with the loud exhaust that I hear all the time?" Also, check their vehicles and report them for anything you find, like parking in the wrong spot, having something expired, etc.

Loud sex frequently.
