The government seems to think it is close enough to be a locale. It might be an exurb but it's now part of the DMV.

NP: Well "Dear", born and raised in Montgomery County, went to HS in DC, went to College Park for college. Children born at G'Town. I've been around for 56 years so yeah, I am a NATIVE. It was never ever called DMV ever. That is actually Dept of Motor Vehicles. It wasn't until the last few years on DCUM did I start to see this reference and at first I really did think they were referencing motor vehicles. It was always called "the DC area"

You’re not a DC native if you were born and raised in MoCo. Not seeing the point of you pointing it out.

The DMV (DC, MD, VA) has been a thing since at least the late 90s/ early 00s. I remember hearing radio DJs refer to the region as the DMV and I haven’t listened to the radio since that time.

Washingtonian wrote an article about the DMV origins in 2015 and you know it’s old news by the time they get it.

It’s by far the wealthiest, for one thing. It’s the only West Virginia county where the median family income is higher than the national average. It’s also much more moderate politically. While it went for Trump in 2020 like literally every county in the state, it and the county where WVU is located are the only two that came close to 50/50.

Do you even understand what “colloquial” means?

For statistical purposes, the US Census Bureau and other federal agencies include Jefferson County as part of the DMV.

I’ve been here over 30 years. I also didn’t start hearing the term DMV used for something other than dept of motor vehicles until the 2000s. DC area is what I heard everyone including all the WV commuters to Arlington and Suitland call it. Anecdotally, I feel like I know fewer people commuting from WV today. So to me, it seems more like they are being pushed out. This area today less inclusive on several fronts.
