Why can't police find the escaped prisoner in Philly?

He has changed his appearance by shaving off his facial hair so that may help a little bit.

And I heard he stole a van but had to abandon it when it ran out of fuel.

I want to know why officials are saying he didn't have help. The video footage seems to show a guy acting as lookout while the escapee scales the walls.

The escapee is clearly very capable. The bad guys make plays too, and nobody wants to live in the kind of owrwellian dystopia that would make this guy easy to catch.

The updated pics are interesting. Before I read about it or scrutinized, I actually thought from the prison video that he was black. Then I saw he is Brazilian. Clean shaven and with a hoodie, he could pass for white.
