It is already costing more than it saves and unless they are cutting the entitlements and defense spending, none of it will be worth it. I mean, the IRS and national Parks and NIH generate money for the economy, so cutting those just diminishes our GDP.

the bolded is my thing too...there is a legal way to do this, have hearings, define areas to cut and then cut them using the budget, and congress can decommission agencies or cabinet departments. the downside there is the accountability the GOP would hold to legally cut these things and face angry voters over it.

They know it is incredibly unpopular so they don't want to have votes on it. They will just have this shadow agency do it without any accountability.
