You are basing this on a summary of a call that lasted 30 minutes, but the released materials show about 10 minutes of content with a lot of elipses.

From what I have seen, there are 3 elipses.
And, from what I have heard, the IC uses elipses when they are unable to discern what was said.

Then why is the transcript about 1/3 as long as the call?

I would bet there were translations involved. I say this based on the Ukranian leaders' presser today. He speaks English, but is not terribly comfortable with English.

Trying to prevent Pence from cutting a deal. He has a good point though. Pence specifically declined to say that Rudy's demands were not tied to the aid. He did this when asked that question directly after the Poland meeting.
