Can a team really be considered an academy if they don’t have a youth program? Poaching players in the DMV is development?

Didn't realize till now that all the players in all MLS Academies up to U18 started at U6-U8 except DC

You're spot on. By the time they get to DC at 11, 12, 13 they're fully developed professionals under performance based contracts
Development starts at 5 and ends at 10

It’s DCU academy’s MO. Then being at Dcu stunts their development so they leave. Or they just use the academy name to play D1 (not a terrible plan) or pray to his dcu has some plan for them.

This is actually a very good point. The academy system in the US isn't the greatest generally because we are a young footballing culture. But it's getting better. What we are talking about here is really lesser of evils. If you're choosing among mediocre choices generally because this is all you have you best pick the least mediocre option. DCU isn't even mediocre. It is one of the worst academy systems in the MLS. It has so much potential that isn't being realized because the leadership from top to bottom doesn't get it.

Of course they aren't and of course development doesn't stop at 10. But they have been playing the sport longer outside of DCU than they will play it in DCU. Which in turn gives DCU a very limited window to work with the player. Couple that with a weak academy philosophy and system and you have a recipe for development stagnation which is a huge problem that DCU has. Players aren't getting better at a rate that is faster than their peers in better systems.
