I predict that it will be Boyd Rutherford vs Peter Franchot for the next election and that Peter Franchot will probably win, but narrowly. Lt Governors have not done well in MD for some time. In part, it is due to the fact that most Lt Governors do virtually nothing and then have one or two detractions against them (like Anthony Brown's debacle of rolling out the MD marketplace for ACA health care). Boyd Rutherford does get the benefit of having no failures in his term, but he also doesn't seem to have any successes either. There has been very little news about what he's done as Lt Governor for 7 years now and that doesn't look good. Peter Franchot has had a lot more news about him and his successes in the news and that will probably lead to him having an advantage in the general election.
I agree with this. Franchot has a big machine behind him, and Rutherford will use Hogan's machine. If the election is a referendum on Hogan's performance, Rutherford has a decent chance. I'd vote Rutherford in that scenario, but would be fine with Franchot winning.
Having Hogan in place to counter-balance Elrich in MoCo has been crucial when it comes to reopening schools and overriding other leadership failures on the side of Elrich.
