This wasn’t a “rule” - the queen just favored bright colors. All eyes ARE all on Kate whether she wears bright colors or not. She’s elegant, poised and very very pretty.

Her getting out of the car, she is exposed like Diana with the “revenge dress.” Definitely wouldn’t have been approved by the queen but I guess this is them “modernizing the monarchy.”
