I'm white, but I lived in DC when it was majority-Black and I lived in a majority-Black neighborhood. In my experience white people and Black people consider the same things to be nuisances. We didn't have ATV's back then, it was dirt bikes, and Black and white alike considered them to be diminishers of the quality of life. |

A lot of the noise is verbal. It's groups of about a dozen teenagers riding together doing dangerous bike stunts and tricks with an atv that films them. |
