People usually want to adopt pretty, white, healthy babies from intelligent parents who are blocked or prohibited in some way from changing their minds about giving up the baby. Change any of these factors, and the interest goes down. E.g., one reason international adoptions became popular is because the birth mother was exponentially less likely to default on the agreement, whether because she no longer had access to the infant, or what have you. Not the case in the US. |
