The male was definitely not a civilian. He served in the IDF.
If you’re no longer serving you’re a civilian. And you don’t deserve to be murdered on the street for something the military you served with did.
The IDF service, combined with now serving the government? Come on now. He's not a civilian by even stretched definitions.
I'm not saying that means that someone's then deserving of being shot, but... he's not a civilian with bloodless hands.
Actually if you're not in the military anymore, you are a civilian. If you get called back into duty as a reserve, then you're not a civilian anymore. But until then, you're a civilian. Even if you work for the government. This is not a particularly difficult concept unless you just want to argue that anyone who has ever served in (a specific) military is a legitimate target for killing wherever they are in the world.

Because Israel has targeted and assassinated EVERY civilian involved in Gaza’s government — the police force, the security forces, and the Civil Defense. They have also included on the list firefighters, medics, nurses, doctors, first responders, police officers, and other civil servants as legitimate assassination targets.
