Not necessarily. If he was "flummoxed" then that would mean that he was "bewildered" or "perplexed"...so obviously he did not know why the aid was withheld. If he did not know, how could he feel "pressure"?

I am not surprised: the Democrats have taken the most extreme measure ie voting to impeach ........ and Trump is thumbing his nose at them because NOTHING is going to happen in the Senate. Nancy says she is sad about having to impeach Trump and is wearing black! More likely she is sad and in mourning because she allowed the impeachment vote and it looks like it is backfiring on the Democrats based on some polls.
