Because this kind of information isn’t something that should be made public for national security reasons. Biden only shared it because someone at DOJ leaked it to the media.

Why disclose it before an election? Especially an election that had nothing to do with the presidency? It makes perfect sense to wait for the election to be over before disclosing it. Otherwise it might affect how people voted.
