It is a bit ironic that the Feds are whining about their jobs when they rubber stamped all of immigration programs the billionaires used to make their billions. It's like whining about the slave masters that owned all of those huge plantations while bringing in more and more slaves to make the plantation owners richer and richer. Oh, but some day you could own a company and have an indentured servant.
Federal workers do what Congress (in the form of laws) and the President (in the form of executive decisions, directives, and regulations) tell them to do.
Whatever, as long as you are in MWE filing unemployment go to the "Advanced Tab" in the job search, select preferred employer then scroll down to general job categories. There should be a check box for foreign labor certification, they make you fill out all the check boxes just right for it to work, but it will give a list of all the labor certifications. I do this often and apply for any I am remotely qualified for. Be sure to keep a box of stamps handy, because they make you literally mail in the applications. I wonder why they go to such lengths to keep those jobs from coming up for unemployed people.
You can also peruse the USCIS website for spreadsheets on the green card LCAs. NIH as the site contractor had something like 66% failing rate for certifications for their staffing companies. There are other websites that have it in a more digestible form:
