I suggest you watch the show Atypical. Yes, there are overgeneralization, but they may help people like you to be more understanding of neurodiversity.

Do you need help adequately understanding the law? Running out on a bill, spewing racial slurs, and assaulting someone are very serious crimes. Plenty of criminals have mental issues- the law does not really care providing they can tell the difference between wrong/right, which even the most incapacitated can. Something as minor as autism would certainly not exempt someone from being capable of understanding basic laws like theft and assault.
