Yes, but you won't use them anyhow. You can go ahead and use the roads like you normally do.

I have been out for the better part of the day and saw not one biker anywhere, uptown, downtown or in Capitol Hill. Because it's pelting ice from the sky.

Yes. But even when they aren't, bikers refuse to use them. So why would I support extra effort for their lanes they won't use.

Normally, yes. During winter storm warnings when everything is closed and people are advised to stay home, I understand that the few that are out and about may have to share the one lane that is cleared.
