It's a public space for people to enjoy - the priority is not the enjoyment of animals that you choose to bring into the space. If you don't like the rules, stay home. If your home doesn't allow you to have a dog, then get a new home or don't get a dog. He was allowed to record her and she behaved inappropriately.
