We don't see the interaction before he started recording or what he said to her to provoke her. He set up this situation and recorded it. He should not have recorded without permission. We don't have the entire picture but someone following you and recording you is threatening regardless of race. He was looking for drama. She wasn't near anyone nor was the dog.[/quote]
