I think there are two kinds of US frump..
1. Athleisure, young and trendy, but inappropriately casual to people like the OP. 2. Middle aged women who are still young enough to look good if they chose something else, but dress in Christopher and Bank or whatever that store is, dumpy Pioneer Woman prints, Christmas cardigans, that kind of thing. |

Because American women have enough pressure and stress in their lives and looks become not their priority. I am a foreigner living in USA and life is much harder for women here in my opinion.
All the judgment is coming from women mostly not men, American women very strict to themselves, because of all the pressure and desire to be perfect. So looks is the area where women here can afford some slack. |

All European women aren't chic. Around cities like Rome, Paris, London and similar places sure, but venture out to the burbs and the country. Notsomuch and not so fit.
Heck look at the spectators at the Tour de France and not the trophy presenters. Frump city! |
But the appropriate comparison would be major city (London) to major city (NYC) not major city to suburb. I have seen plenty of frump in the UK countryside. |

OP, keep in mind that you are catching a glimpse of a woman at a particular point in time. How she's dressed at that time may not be indicative of how she dresses overall. If you happened to see me on Sunday, I was wearing shorts, a t-shirt, flip flops, hair pulled back, and no makeup. Why? Because I was on a road trip with my family returning home after our beach vacation. Today I'm wearing a pencil skirt, blouse, heels, and makeup. On Saturday I'll go to pilates and will probably hit the grocery store on my way home, which means I'll be wearing workout clothes and no makeup to the store.
Most American women I know are pragmatic about how they dress. Women who cannot calibrate their look to suit the occasion are exhausting and high-maintenance. |

Because American women don’t need a man to survive or thrive. I’m from Eastern Europe, and did not understand this at first. But now I do. It is freeing to dress however you want to, be it frumpy, feminine, sexy, classy, whatever, because you can make your own money and don’t need to dress up to compete for eligible men. I dress nice, but only because I want to, but do not dress up to go to the grocery store, like I did in my country.
Women here are treated well, as they should be in a prosperous nation with laws and freedoms. Historically, women have been treated very badly, they had no rights at all. Well, now it so happens that modern men, which, of course, are not guilty of what had happened, have found themselves paying for these historical injustices. Sorry, guys, but women worldwide, as countries begin to grow more educated, technologically advanced, and prosperous, will choose to live for themselves. In the absence of financial and economic incentives, the advantage is skewed towards women. Women don’t need sex as much as men do. Women can now make their own money, cook for themselves, go wherever they please. They can even go to a sperm bank and choose what kind of kid they want to have at a fraction of the cost. I am not floating here because I don’t hate men, I simply state my observations. Women have always had to be meek, quiet, soft, etc., they had tiptoe around men because they depended on them. Now this is much less of an issue. Men, on the other hand, did not have please women, they just had to providers and protectors. They did not have to be tall, handsome, rich, respectful, non-violent, non-alcoholic, faithful, interesting to talk to, wash regularly, and do what they said they were going to do. Almost any able-bodied man could get a wife. Now it is time for men to evolve to incentivize women. |
