Do you understand: this will not make it cheaper to film in the US. It will just make it more expensive to film in Ireland. Who do you think that helps? Do you think that leads to more of anything you want - or just less film and TV being made?
It's cheaper to film outside of the US because other countries have lax laws re: labor.
It's all union here in the US and they have strict terms on hours and standards. Those don't exist outside of the US. It's the same reason why the US will never bring manufacturing back here: safety & regulations make it cost prohibitive. Plus, the US doesn't give out as many filming incentives as other countries.
