I think you are overall right - and also this is his little pet project. And also I think the one thing he actually believes in in outside of all that is these idiotic tariffs. Like he truly believes he is doing a good thing for the country here, I think.

Agree that this one is a pet project. Maybe as a kid he had a special interest in the American Revolution and he remembers it in a kind of jumbled way (tariffs used as a tool... taxation without representation... England... oppression and infrigement... King!) looking at tariffs through the lens of his very volatile business career.
