Honestly, this doesn't sound like a mass casualty risk.

Some dangerous person is fleeing police. He's not looking to create an incident, he's trying to hide.

Primary risk involves getting between him and a cop, pr off to the side within LEO stormtrooper-skill bullet spray range.
