So, because you don't know what it does, it shouldn't exist? How about researching that first? Congress passes a lot of ecducaiotn related laws and DoE implements those laws.

grants for educating homeless children and youths;
grants for school infrastructure
funds research into developing early education and early intervention programs;

...and so on.

It is all unclear. Like USAID, much of this money has already been appropriated by Congress and there needs to be some sort of administrative structure in place to disburse it, whether it is called the Department of Education or the Musk Agency of Megalomania.

There is no way that the methodology isn’t going to change again now . The Pell and first gen factors are relatively new.

First gen was removed from US News methodology for 2024. Two items related to first gen were 2.5% of the 2023 methodology.
