OP, you need to help him appeal the decision, if you genuinely are here to get advice, and really do want to help him. There isn't anything else to do at this point other than trying to help him get reinstated.

Truthfully he was probably too naive to know how to properly navigate the situation and get out of it. Skipping the meeting was probably doubling down on the error because it left the university with little recourse for another path. Had he shown up and apologized they could have offered another option.

A more sophisticated kid with greater resources probably would have shown up with lawyers and gotten the whole thing expunged.

Eh. A moderately sophisticated kid would have shown up and apologized and demonstrated lots of remorse. It's not either-or. And many colleges have resources for students going through the honor system. At mine, you could get a student rep to help you through the process.
