There is reporting that the agreement was for Israel to suspend drone activity prior to the ceasefire in order for Hamas to coordinate and communicate with themselves to get the list of the three captives. Israel did not suspend the drone activity and hence the delay.
Since there are attacks everyday, the suspension was needed to ensure that the names given were still alive.
Israel did not adhere to their agreement.
