The problem is that whether or not you're dwarf, a quadriplegic, your race, or if you have a learning disability takes precedent over qualifications and aptitude. One example of a Schedule A "disability hire" on my team is highly decorated former SOF operator who did three tours in Afghanistan and Iraq until he was blown up in a particularly bad attack. The document said that the FAA was actively looking to hire people with disabilities. It did NOT say that they were being hired as Air Traffic Controllers!!!!!
