There are hundreds of seats that need to be filled, but you cannot fill an ATC seat with someone who isn't qualified without causing harm to the air traffic system and safety in our country.

Well right now most ATC are not qualified to be in their job. Air travel is not safe. Trump better get on this and remove non white ATC now or shut down air travel.

The hiring criteria for ATCs was written in 2019 when Trump was president.
