I think the AP worked for MCPS, but the husband worked for City of Rockville. I'm pretty sure I just saw him in a picture on FB last week for the City of Rockville police dept.

Oh please. A principal's job is to have an orderly school. It doesn't work with rowdy kids saying, "pretty please, don't do that again." Are you the same parent who posted you are mad because kids did something that was inappropriate during a a field trip and he yelled at them? They are out representing the school. He had to apologize after the incident because it was exceptionally inappropriate how much he flew off the handle and berated children who didn’t even have anything to do with the bathroom issue. We know the custodian, and he doesn’t appreciate children being screamed at and threatened. Virtually nobody in that building liked Mr. Winter. He treated staff poorly, micromanaging them constantly. He made everything about him, especially anything around Maryland day. Sole parents absolutely loved him, but others hated him. He did communicate often as a good aspect.

If your kid is in MS, it sounds like you have no idea how bad things have gotten at Barnsley since Mr. Winter left. The behavior of the kids is just terrible. This year has been miserable for all involved - staff, students, parents. We had a good, qualified, capable teacher leave mid-year because the kids were just a mess and admin was not supportive at all. At least Winter had a handle on student behavior and made an effort to be present and support his staff as well as he could within the limits of MCPS.


I agree! We had two children at Barnsley when Winter was there and he was firm and fair. He supported teachers and was available for families. Now our youngest attends Barnsley and it’s a mess. This principal doesn’t follow up on things and behavior is worse then ever.

I would have Winter back in a heartbeat. He knows what he is doing and truly cares. My older kids still remember fondly of the silly things he would do to motivate kids and miss him. Hoping now things will improve for him and to see him stay in MCPS.

Technically, there is a policy against withholding recess, but maybe not for collective punishment, which is still despicable:

“ MCPS recognizes the importance of providing students with daily opportunities to engage in unstructured play and exercise. Withholding of recess is not an approved consequence for inappropriate behavior, with the exception of instances where there is a concern for the safety and well-being of the student, or others.”

Ours does. If ALL the kids behave appropriately (rarely happens) then the kids can go outside after lunch to blow off some steam.

Haha. Do you realize that collective punishment happens all the time in MCPS? Wait until your kid gets to HS and half of the bathrooms are closed. All the kids have to suffer because a few of them misbehave. That's just how things work now sorry.

He flipped out, yelling, and threatened collecting punishment when the boys bathroom was vandalized/mistreated some years ago. He threatened that if it happened again, he’s strip patrol status from anybody who had used the bathroom prior, regardless of whether they did it. He’s unhinged.


Oh please. A principal's job is to have an orderly school. It doesn't work with rowdy kids saying, "pretty please, don't do that again." Are you the same parent who posted you are mad because kids did something that was inappropriate during a a field trip and he yelled at them? They are out representing the school. Sometimes kids need to be yelled at to get the message what was done was not right. The spoiled kids vandalizing a bathroom aren't the ones who have to clean it. The custodian I am sure appreciated that the principal took vandalizing a bathroom seriously.

He had to apologize after the incident because it was exceptionally inappropriate how much he flew off the handle and berated children who didn’t even have anything to do with the bathroom issue. +1 I'm the "field trip" poster. The collective punishment is inappropriate, as is the over the top yelling. He works with young kids, day in and day out. If he doesn't know how to deal with young kids without constantly yelling at the top of his lungs, he should not be working with young kids.

FWIW, my kids are no snowflakes. They suffer the consequences of their behavior. But, there were kids who were also yelled at who didn't even know what had happened. And my kid was not part of the behavior that caused him to go off on a tirade. Completely inappropriate.

We were at Barnsely ES when he was Principal there. Guy definitely had anger issues. I can understand getting frustrated with kids, for sure. I'm a yeller at home, too. But, his yelling was over the top especially for an educator.

Without outing myself or my kid, a group of kids were alleged to have done something during a field trip. Nothing that could hurt someone, but just something annoying. He didn't know who did it, so he yelled angrily at the whole class. That's just one example. My kid told me he yelled a lot. And I don't mean yell like because kids are loud so he needs to yell, but like angry yelling.


Its ok adults yell at times to get kids attention. There needs to be a balance.

Raising your voice, yes. Yelling like a crazy person? No.

Approved by who? A Policy is a decision of the BOE that is voted on and in writing. When it is violated action can be taken to appeal the violation. A Policy can be enforced.

I think you mean, "by whom." The BOE has an approved discipline policy. Withholding recess is not part of of that. MCPS published that page to show that fact. You, apparently, lack skills in reading comprehension.
