I assume PP is referring to Betsy Devos’s changes to Title IX with respect to how schools handle investigations into sexual assault, granting the accused more rights and limiting some investigative powers. I remember that being a big story a few years ago, while she was Trump’s Secretary of Education. No idea if that played a part here, but there was concern at the time about the impact of the changes on investigation of assault allegations in schools and universities.

Doubtful. Grand jury had every opportunity and high political motivation to implicate the board and didn’t go there.

You are far too focused on fixing blame. I would rather fix problems.

Fixing the problems involves mandatory training of students, but especially boys, about consent and rape culture. I know some of this is covered in family life education but there needs to be some remedial education of what is sexual assault, the male gaze, etc. An examination of the patriarchy and concepts like the male gaze. Sort of like a CRT approach but with sexual assault as the focus.
