Have you read an updated article? All the articles I've seen with details of the attack (not the initial articles) said the attacker tried to tie Pelosi up but Pelosi was able to dial 911 and leave the phone on so the dispatcher could hear what was happening, so police were sent out to check on the situation.

Sounds like the guy was not in control of the scene. That’s common with unorganized attackers and indicates mental instablility

Same terms apply to those that do not succeed in murder. A disorganized attacker doesn’t care who’s watching. An organized attacker does. One of Bundy’s victims survived an attack because she got out of the car and ran to another car that happened to be approaching. He took off. A disorganized killer would never take off in the presence of another individual.
