According to Connecticut law, an individual can only drop off their own absentee ballot. They cannot drop off multiple ballots for other individuals unless they are an immediate family member or a designated agent, authorized by the voter to do so.

The woman in the footage is Wanda Geter-Pataky, the Vice Chairwoman of the Democratic Town Clerk. She was a big supporter of the current Mayor Joe Ganim, who won the primary by only 251 votes.

After receipt of the request, local election authorities send a ballot to the voter at the home address and provides one security envelope for the ballot that keeps the vote choice private and another envelope into which the sealed ballot is placed. The voter signs the outside of the second envelope to certify he or she is a registered voter.
Upon receipt of the mailed ballot, local election authorities check the name of the voter to make sure the person is registered to vote and is casting a ballot from the address registered with the election authority. After certifying those facts, they remove the sealed ballot from the outside envelope containing the voter signature so that the voter’s preferences remain confidential. On Election Day, states count the mail ballots and add the results to the votes of those individuals who cast their ballots in person.

These votes are counted/applied to the local voting districts and cross checked against requested requested ballots, registered votes and those who voted in person. If someone dumped ballots each ballot would have to have the address of a voters, their signatures and all those voters(who vote was stolen/dump) would not be allowed to vote. The numbers in the local voting district would be way off. People would be turned aways from in person voting and all hell would break out. This has never happened.

I work voter integrity. I can tell you that the voter rolls are not accurate and in some cases, it’s due to fraudulent registration. I know of a case in NoVA where one person voted for Biden and Dems 10X due to 10 registrations. And yes the numbers are way off but crooked electors certify anyway despite

Volunteer, fairfax county, multiple hats, but some of what we do is skinny up the voter rolls be eliminating dead and duplicate, look for incorrect or fraudulent registrations, ensuring machines function as designed, etc.
