There are only two candidates in each run off (the top two vote getters in the original election), someone gets 50.0001 percent or more or there is a tie. There is no third run off. |

Yes, signing a ballot removes anonymity. That is why mail in ballots use the outer security envelope and the outer envelope, all requiring signatures that must match the signatures on file.
And yes, each mail-in ballot is bar-coded to that specific voter, preventing double votes. |
