I feel like the NCAA is perfectly capable of deciding this. Why would this be decided at the level of a state legislature?

Uhmm…okay.
I still don’t understand why the government would regulate who is and isn’t allowed to play sports. Or at least I don’t understand why the government would need to do so in a way that is MORE restrictive. This really seems like something that can be left to individual schools, clubs, and sports associations.
