ASA sent a similar email as MVP. I don’t get the impression that they don’t want to be notified. I got the impression that they’re saying law enforcement is better equipped to handle these situations involving criminal conduct. |

It's in the case file. An arrest warrant was issued. But the government didn't think it could prove the case beyond a reasonable doubt. |
