I think it's just a bad image. It's good enough that I think the person of interest will be caught. Let's keep in mind, though, that the two other people of interest were not the shooter, so this guy may also not be.
They had an image like this of the bomber who entered the metro on January 6, and never caught him.

I'm Asian. I'd be surprised if that nose was Asian, the bridge is classically Caucasian. Apart from that, he looks pale-skinned and all that rules out is African-American

I'm not very knowledgeable about guns or rifles, so I have a question for those who are: How good of a marksman does one have to be to shoot a person in the head/neck area from ~150 yards, which is about how far away this gunman was, from what I understand. Not being a gun expert, this doesn't seem easy to me, but it might be if someone practiced for a while. But how much would one need to practice to pull this off?

A professional wouldn’t use that rifle or that scope either.

The shooter obviously practiced on a standard flat range where he sighted in the scope. That means, when shooting from an elevated position, it is imperative to aim lower. The scope was sighted for the gravitational bullet drop across a level area from position to target. When firing at a downward angle from elevation there is less gravitational bullet drop.

The shooter aimed center mass and his lack of training caused the bullet to strike 8”-12” high and 6” to the right. He almost missed him altogether. Sadly he got lucky.
