Yes, along Macomb. And No, they are not legally parked. The ATVs, which are illegal on roads in the District of Columbia, are parked on DC public space next to the library, across from a building that hosts a number of voucher residents.

I remember my mom getting a boot on her car in the 80s when she was legally parked. She had to go to court and show photos and all to fight the ticket. My, how times have changed. These can't be impounded?

Reality is going to BITE quite HARD in the very near future. The soft on crime policies and refusal to govern in a serious way is only going to make the financial hit worse. If you scroll down, the grim projections do not capture the CRE crash that is in progress. 2015 is not coming back in any way, shape or form.
