INDICTMENT as to JAMES CARROLL (1) count(s) 1, 2. (FORFEITURE ALLEGATION) (zljn)

His case has been assigned to Judge Mehta (district court judge). A bare-bones indictment (the norm) was filed on the 4th (2 substantive counts (attempted sexual exploitation of a child and attempted coercion and enticement of a minor - both citing November 5, 2024 to November 14, 2024 as the time period during which the offenses were committed) and a forfeiture count). His magistrate judge case, therefore, has been closed, as is standard. He remains represented by the Federal Public Defender's Office, and it is likely there will be a superseding indictment once the investigation is completed, given they have his electronic devices and, presumably, access to the online accounts.

Thank you.

He's eigible for a public defender when he earns $270 K?

"He has been at NCRC since 2018; in looking at the school's 990's, James Carroll just got a salary increase from 199k to 270k over the past year; the school should claw back his salary."

But what I believe is going to happen is that they will completely clean house at NCRC and get rid of a ton of administrators who were there under JC’s tenure. Maybe it’s my MBA speaking, but this would be a standard reaction to a scandal this big and this gross. Current families might see the “magic” of NCRC, but remember they need to recruit new families…new families need a lot of reassurance when it comes to where they are sending their very young children.

He had a secret disturbing online life—what school procedures are you suggesting would have caught that? There was a firewall so he likely did most illicit activity on his own devices. What is it that you think could have been done?

He was using his own device. What should the school have done. Firewall catches the school devices.

No evidence that he never used school devices, but nice try.

Apparently the email used to create the account was connected to Beauvoir, per The Independent:
"The center forwarded the tip to federal authorities, who traced the IP address to Carroll’s home, and connected the email used to create the account to the Beauvoir School, a primary school affiliated with the Washington National Cathedral, where Carroll previously served as director of outplacement, according to the complaint. A second IP address that had been used to access the Discord account “numerous times” over the past year, was traced back to NCRC, the complaint says, which lists two alternate accounts also allegedly operated by Carroll."

I think that means he used school wifi, but not necessarily a school device. I don't know if firewalls can control access to websites on the network, as opposed to specific devices.

If you read the actual charging papers instead of just news articles (which often get details wrong) you'd see that the investigation connected the Discord accounts to JC's cell phone number, and his cell phone number was connected to Beauvoir's physical address. There is nothing in the charging papers to indicate he used a school computer/device. However, there is evidence he was using the WiFi at NCRC (i.e., the IP address), almost certainly to connect to his personal phone/laptop.

Yes, the school's network should have firewalls against porn sites. It is absurd that neither of those schools caught the behavior.

Agree but Discord is not a porn site so it’s totally possible that the schools’ networks did have firewalls against porn sites.

Most small businesses would fail on this metric.

Um, what tricks did he do, that the current board rewarded him with such an enormous salary increase?

Isn’t everyone eligible for a public defender?

No, it’s need-based.

“Who is eligible for a Public Defender?
If you cannot afford to hire an attorney for your criminal case, and there is the possibility of a jail sentence, you may qualify for a public defender. Qualification is based on your income, your family size, and any debts you may owe.”

Hi,

My name is Maddie Rowley, and I'm a reporter for Bari Weiss's The Free Press (https://www.thefp.com/). I'm working on an article about NCRC.

I'm looking to speak to current or former NCRC parents who are willing to discuss on the record your family's experience with NCRC and any interactions you or your child had with James Carroll, the former head of school.

Please feel free to email me at mrowley@thefp.com. Thank you!

The characterization of a dynamic where the head of school wields power over parents (or the 3/4 of families whose kids apply to private schools) because he or she gives guidance and communicates with schools during the ongoing school application process is just wrong. Ongoing schools ultimately do as they wish and decide for themselves which applicants they will accept. The decision is not up to the head of a preschool.

There is so much misinformation and hysteria on this thread. I feel like I’m reading The Crucible. If you are a current or former NCRC family or are thinking of applying for next year, who not ask these questions of the school, and not an anonymous, unreliable forum.

Oh okay. So was I imagining it when James would ask each family to share with him their #1 school so he could go lobby on the family’s behalf at the school?

Of course a HOS tries to advocate on behalf of families. But the decision rests with the elementary schools, not the preschool head. Sometimes the elementaries listen, sometimes they don't.

And there are plenty of people in every NCRC class for whom advocacy to ongoing schools is irrelevant -- those with older siblings already at a target school, those going public, those moving away, etc. No "power imbalance" there.

Meanwhile, do you think people only choose NCRC for exmissions? Maybe a few do. Most don't.

Finally, who do really thinks holds the power -- the employee hired (and possibly fired) by the board or the people paying $$$?

Unfortunately, you are incorrect. He absolutely had power when it came to emissions and everyone, especially board members, knew it. I’m sorry - you just don’t know what you’re talking about.
